Short, rather stout looking grass, around 3 to 4 inches. At first glance I wondered whether it was a Plantago, but a closer look eliminated that. I then wondered about Puccinellia distans which is a small roadside grass that I haven't yet knowingly seen, but the inflorescence doesn't look that Poa-like. I then moved onto considering a compact form of Cynosurus cristatus but even at this altitude Cynosurus cristatus shows its common slender form. Having got home I've looked at Keble-Martin to see if there's anything else plausible. Koeleria macrantha, Puccinellia rupestris and Catapodium rigidum all were illustrated with similar inflorescences. However I occasionally see Catapodium rigidum and I'm pretty sure that it isn't that, Puccinellia rupestris has prostrate not erect stems, and looking at photographs on the web Koeleria macrantha has denser (less interrupted) inflorescences, so I have no advance on Cynosurus cristatus.
