Southern tarplant, Pappose tarweed. (Formerly know as Hemizonia parryi).

The only subspecies that grows in SB county is Southern tarplant (C. parryi ssp. australis). This subspecies is listed as rare, threatened or endangered (1B.1) by the CNPS.

Seen growing on the ocean bluffs near the oil storage tanks at Ellwood (amid the coyote bush scrub).

First noticed on Christmas day, 2011, but I assume it started blooming back in July or thereabouts.

The plants I have noticed have 15 or 16 ray flowers and very prickly stems.
